MANAGER OF TRAINING AND DEVELOPMENT

ORGANIZATIONAL SUMMARY

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization, operating under a contract with the City of New York. CJA provides pretrial services to over 200,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues in criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities within the 5 boroughs of NYC, employing over 230 employees, citywide.

 

POSITION SUMMARY

Under the direction of Director of Operations, the Manager of Training and Development will design, lead, implement and coordinate all agency-wide training and professional development activities for staff in CJA's Operations Department, located at the central office and at borough offices across the five boroughs of New York City. Trainings will be designed to enhance the agency’s work to reduce unnecessary detention and promote public safety, including the trainings for these programs:

  1. Pre-arraignment interview program with arrested defendants
  2. Court date notification program
  3. Failure-to-Appear program
  4. Bail Expediting program

This position will also be responsible for coordinating and procuring additional trainings for staff on evidence-based practices and best practices in pretrial services, client engagement, and soft skills in order to facilitate best-in-class operations. Furthermore, this position will be critical to supporting organizational cultural change and strengthen our workforce planning, development, and retention strategies.  He/she will exercise independent judgment in identifying problems, offering solutions, and formulating and implementing new procedures.

As part of the Operations leadership team, this Manager will work with the Regional Directors, Senior Planner and other staff to ensure high quality and effective operations through clear communication of departmental goals and performance standards to the staff as well as supporting administrative oversight and accountability for the Operations department.

SUMMARY OF RESPONSIBILITIES:

TRAINING

  • Coordinate core trainings for pretrial associates, shift supervisors, operations analysts and managers, in collaboration with Operations managerial staff
  • Trains new and existing personnel in all aspects of the pre-arraignment process as well as in Agency policies and procedures; conducting one-on-one or group presentations during orientation and on-boarding as needed
  • Monitors the efficiency and thoroughness of the trainings and participation of the staff
  • Identifies training needs and designs and implements in-service trainings to improve workplace skills and leadership skills of staff
  • Researches and procures external vendors to provide training in evidence-based practices and/or best practices
  • Performs shift audits, and provides ongoing coaching and training on shifts
  • Prepares monthly reports on staff activity and productivity and participates in Agency studies and research projects

PROFESSIONAL DEVELOPMENT 

  • Identifies opportunities for professional development and coordinates activities to support these goals
  • Supports and facilitates creation of performance expectations across staff in operations

STRATEGIC INITIATIVES

  • Works with the Director of Operations and/or Director of Human Resources and Administration on special projects

 

QUALIFICATIONS

The successful candidate will have the following qualifications:

  • Bachelor’s Degree from an accredited university and 3 years in the field of training, human resources, and/or workforce development
  • External candidates must have 3 years of supervisory or managerial experience and demonstrate an ability to understand and promote CJA’s mission
  • Other prior and relevant supervision or managerial experience in a related field will be considered

 

OTHER REQUIREMENTS

  • Possesses strong communication and interpersonal skills
  • Knowledge of the NYC criminal justice system preferred
  • Demonstrates an understanding of Agency policy and procedures
  • Excellent verbal and written communication and analytical skills are required
  • Willingness to take a leadership role and provide clear directives to staff
  • Available for evening and on-call rotation for shift audits or staff meetings
  • Uses principles of adult learning to improve knowledge  base, engagement and  performance
  • Experience with training development and design that includes use of multiple media and supportive materials
  • Ability to facilitate train-the-trainer modules
  • Proficiency in Microsoft Word is essential. Knowledge of Excel, Outlook and other computer systems is beneficial

SALARY: Commensurate with Experience 

HOURS:  9 AM- 5 PM; Must be willing to work evenings and weekends, as needed

LOCATION: Lower Manhattan; Must have the ability to travel to the the 5 boroughs of NYC as needed
