In partnership with the New York City Mayor’s Office of Criminal Justice, the Criminal Justice Agency is New York City’s main pretrial services agency, combining operations, demonstration projects, and research under one roof. The core of CJA’s work is interviewing all arrested defendants who come before the New York City courts. CJA conducts approximately 250,000 pre-arraignment interviews to determine the likelihood that individual defendants will return to court and uses this assessment to make recommendations to the court regarding eligibility for Release on Recognizance (ROR). Supported by statistical research, CJA’s assessments are a strong predictor of which individuals are more likely to appear in court for follow-up hearings. These assessments are shared with all parties during the arraignment proceeding.
CJA employs approximately 240 employees city-wide, operating from approximately 12 worksites within the 5 boroughs. CJA occupies worksites in a variety of mix spaced environments including shared office spaces located in City buildings, court houses, detention facilities and private commercial spaces.
The Senior Research Analyst will work closely with research staff to design, develop, and deploy data-driven approaches to enhance the Agency's pretrial services and to address important policy questions using technologies in machine learning, predictive analytics, data mining, text analytics, and statistical modeling. Using CJA's large database of arrest and case processing information, the Senior Research Analyst will enhance CJA's work in risk assessment, court date notification, bail expediting, and other projects.

The Senior Research Analyst Analyst will direct large-scale research and evaluation projects using CJA data. To accomplish this, the Senior Research Analyst will develop research proposals, prepare, clean, and analyze data and communicate results orally and in writing. Position also requires ability and willingness to train staff in use of data mining techniques. The Senior Research Analyst will become familiar with relevant literature, case processing policies and practices in New York City, and CJA’s case processing data to effectively perform the stated duties.
The position requires a Ph.D. in criminal justice, sociology, political science, psychology, data science or related field with experience in criminal justice. Applicants must have a minimum of 3 years of work experience conducting applied research, strong methodological and statistical abilities, and excellent oral communication and writing skills.
