The New York City Criminal Justice Agency (CJA) is New York City’s main pretrial services agency, combining operations, demonstration projects, and research under one roof. CJA provides pretrial services to the courts and over 200,000 persons arrested annually in New York City.  Information collected about these arrestees and subsequent case processing is maintained in the agency’s database systems, which are used to conduct research on arrestee characteristics, case processing and court outcomes, and on issues in criminal justice policy. CJA operates in the criminal courts and detention facilities within the 5 boroughs of NYC, employing over 200 employees, citywide.

Reporting to the Director of Human Resources, the HR Performance and Talent Manager will be responsible in assisting the organization in developing and implementing a new Performance Management system.  This position will revitalize and execute all efforts to recruit, hire, develop and retain a diverse staff to achieve organizational priorities and mission driven work through a commitment to carrying out best practices in workforce development. 

As CJA strives to be an exceptional pretrial service provider and a high-performing and inclusive culture, the Performance and Talent Manager will maintain, improve and create systems and strategies that promote these efforts in conjunction with senior and mid level leadership. 


  • Develop, and implement the employee performance review process; including training of staff 
  • Manage full-cycle recruitment including building a talented and diverse candidate pipeline, coordinating and conducting resume screenings, phone and in-person interviews, and expertly managing all stages of candidate experience across levels and functional areas 
  • Create and execute a strategy for professional development, employee engagement and employee retention
  • Analyze data and metrics to inform decisions around talent strategy 
  • Assist in communicating CJA’s brand during recruitment and on boarding 
  • Support the organizations efforts to create a professional development portfolio for all job titles 
  • Engage vendors and consultants providing professional development services 
  • Build performance measures at all stages the employment life cycle through impactful initiatives and understanding of KPI’s 
  • Uses data driven information to develop strategies, and action plans for results 
  • Identifies challenges and creates informed and comprehensive strategies for performance management programs 
  • Drives the organizations efforts to build a culture of performance excellence


  • 3-5 years of experience in HR performance management and recruitment. Including experience leading  developing and implementation of PM systems 
  • Minimum of a Bachelors Degree, Advanced degree preferred 
  • Background in any combination of the following disciplines: organizational development, professional development, organizational psychology, adult learning, talent management, employee relations and  engagement  or HR Analytics, preferred 


  • Ability to assess,develop, implement and evaluate a performance management system 
  • Experience with workflow management for applicant tracking systems, including the identification of selection criteria and metrics
  • Relationship Builder with a collaborative approach to sharing ideas, getting feedback and soliciting buy-in 
  • Excellent communicator who is concise and clear in written and verbal communications 
  • Highly organized with the ability to manage multiple projects and prioritize appropriately 
  • Must be a dynamic public speaker, comfortable with presentation and training
  • Technically agile and adaptable to various methods of adult learning and engagement

SALARY: Commensurate with experience
