Sr. SQL Database Architect

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization, operating under a contract with the City of New York. CJA provides pretrial services to over 200,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues in criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities within the 5 boroughs of NYC, employing over 230 employees, citywide.



The Senior SQL Database Architect’s role is to strategically design, implement databases across the agency, install, monitor, maintain, and performance tune production databases, coding, developing, test, and analyze software programs and applications, research, design, document, and modifying software specifications throughout a production life cycle while ensuring high levels of data availability. This individual is also responsible for developing, implementing, and overseeing database policies and procedures to ensure the integrity and availability of databases and their accompanying software. Responsible for defining standards and models for database architectures, analyze and amend software errors in a timely and accurate fashion and provide status reports where required.



Strategy & Planning

  • Oversee the quality assurance of program logic, data processing, and error resolution.
  • Develop an awareness of programming and design alternatives
  •  Analyze user requirements then based on findings, design functional specifications for client/server databases and database applications
  • Plan and implement capacity and resource expansion to ensure scalabiIity of company databases
  • Assist in the preparation and documentation of software requirements and specifications
  • Plan phases of the software-development life cycle (SDLC) for a variety of projects
  • Assess and cultivate long-term strategic goals for production database and development
  • Assist with the design of redundant systems, policies, and procedures for data archiving and disaster recovery to ensure effective availability, protection, and integrity of data assets

Acquisition & Deployment

  • Design and deploy data table structures, forms, reports, and queries.
  • Conduct research and make recommendations on database products and services, emerging application development software, languages, protocol and standards in support of procurement and development efforts
  • Interact regularly with managers, clients, vendors, and agencies to field queries and questions.
  • Recommend, schedule, and perform software improvements and upgrades

Operational Management

  • Identify data entry, retrieval, change, and issues, and work to ensure a high level of data availability
  • Develop, implement, and maintain change control and testing processes for modifications to databases
  • Monitor database system details within the database, including stored procedures and execution time, and implement efficiency improvements
  • Identify inefficiencies in current databases and leverage solutions
  • Evaluate and select database components, including hardware, relational database management systems, ETL software, metadata management tools, and database design solutions
  • Work with project managers to ensure that data entry, retrieval, change and delete functions meet business requirements for project completion
  • Mentor and/or provide guidance and leadership to software development staff
  •  Consistently write, translate, and code software programs and applications according to specifications
  •  Write programming scripts to enhance functionality and/or appearance of company Web site and/or related Web applications as necessary
  • Gather statistics, prepare and write reports on the status of the programming process for discussion with management and/or team members
  • Run and monitor software performance tests on new and existing programs
  • Perform database transaction and security audits
  • Establish appropriate database access control levels
  • Research, document, and implement program requirements and specifications
  • Administer diagnostic analysis of test results and deliver solutions to critical areas
  • Cultivate and disseminate knowledge of application development best practices
  • Recommend, schedule, and perform software improvements and upgrades for optimal performance of company workstations



Formal Education & Certification

  • Bachelor’s Degree in the field of computer science, information systems, or computer engineering and/or 10 years equivalent work experience
  • Preferred Certifications: MCSA in SQL Server, MCSD Microsoft Certified Solutions Developer, MCPD Microsoft Certified Professional Developer, Microsoft C# Certification or Microsoft Visual Studio Certification

Knowledge & Experience

  • 7+ years of experience in software analysis, design, estimation, development, testing, enhancements, support, and related activities through different stages of SDLC process
  • 4+ years of experience in writing programs using C#,, and MVC 4.0/5.0, Web API, HTML/HTML5, CSS/CSS3, Bootstrap, JavaScript, jQuery and Angular.JS
  •  4+ years of experience in using MS Visual Studio 2010/2015/2017
  •  4+ years of experience in using VSS/TFS for source code management
  •  4+ years of experience in doing unit testing and integration testing and drafting related documents and maintaining bug tracker
  •  4+ years of experience in implementing security best practices at application and database level
  • 3+ years of experience in database design, optimization, and maintenance in SQL Server 2012/2014/2016
  • 2+ years of experience in drafting user documents/manuals
  • 2+ years' experience in applying design patterns
  • 2+ years of experience in building reports using tools like Power BI, SSRS etc
  • Working knowledge of MS Visio, Balsamiq, MS Project, ER Studio and MS SharePoint is preferable
  • Experience in MS Azure technologies is preferred
  • Working technical experience (in an enterprise environment) with designing, building, installing, configuring, and supporting SQL database servers, platforms and multi-terabyte database environments
  • Extensive experience with SQL platform / database, tuning and troubleshooting
  • Strong understanding of relational database structures, theories, principles, and practices
  • Hands-on experience with business requirements gathering/analysis
  • Working technical knowledge of SQL database software, protocols, and standards
  • Familiarity and experience with SDLC System / Application Software Development Life Cycle
  • Experience with data processing flowcharting techniques
  • Extensive experience and technically fluent knowledge of C# programming languages. Java is a plus
  • Hands on experience working in IDE integrated development environment application software
  • Familiarity with software development methodologies Agile Unified Process (AUP), Iterative and incremental development, Lean Software Development or Dynamic systems development method (DSDM)
  • Experience at working both independently and in a team-oriented, collaborative environment is essential

  • Lifting and transporting of moderately heavy objects, such as computers, devices, and peripherals

SALARY: Commensurate with experience
