ORGANIZATIONAL SUMMARY

The New York City Criminal Justice Agency (CJA) is a non-profit pretrial service and research organization, operating under a contract with the City of New York. CJA provides pretrial services to about 250,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues in criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities within the 5 boroughs of NYC, employing over 230 employees, citywide.

POSITION SUMMARY

The role of the Network Engineer is to ensure the stability, integrity and efficient operation of CJA’s in-house information systems, supporting core organizational functions through voice, data, video, LAN, WAN, and wireless network services.

PRIMARY RESPONSIBILITIES

  • Monitors, maintains, supports, and optimizes all networked software and associated operating systems, hardware and communication links
  • Plans, designs, and develops local area networks (LANs) and wide area networks (WANs) across the organization
  • Analyzes and resolves network hardware and software problems in a timely and accurate fashion
  • Resolves issues to maximize the benefit of Information Technology investments
  • Provides end user training where required, applies proven communication, analytical, and problem-solving skills to help identify and communicate

STRATEGY & PLANNING

  • Works with executive team members, decision makers, and stakeholders to define business requirements, systems goals, identify and resolve business systems issues, and assess near- and long-term network capacity needs
  • Creates and maintains documentation regarding network configuration, network mapping, processes, and service records
  • Develops, implements and maintains policies, procedures for network administration, usage, and disaster recovery
  • Plans and provides training on IT policies and procedures

ACQUISITION & DEPLOYMENT

  • Designs and deploys company LANs, WANs, and wireless networks, including servers, routers, hubs, switches, UPSS, new applications and enhancements to existing systems
  • Conducts market research on network products, services, protocols, and standards to remain abreast of developments in the networking industry
  • Researches software and IT products to recommendation and support purchasing request.
  • Oversees new and existing equipment, hardware, and software and manages vendor relations
  • Performs cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions

OPERATIONAL MANAGEMENT

  • Configures networks to ensure smooth and reliable operation for fulfilling business objectives and processes
  • Monitors network performance and troubleshoots problem areas as needed
  • Oversees installation, configuration, maintenance, and troubleshooting of end user workstation hardware, software, and peripheral devices
  • Ensures network connectivity of all servers, workstations, telephony equipment, fax machines, and other network appliances
  • Manages servers, including database, e-mail, print, and backup servers and their associated operating systems and software
  • Designs and performs server and security audits, system backup procedures, and other recovery processes in accordance with the company’s disaster recovery and business continuity strategies

EDUCATION

  • Bachelor’s degree in Information Technology and/or 7 years equivalent work experience.
  • Preferred Certifications: MCSE, CCNP, CCNA, Network+, Server+, A+

KNOWLEDGE EXPERIENCE

  • Proven experience and success with LAN, WAN, WLAN, and WWAN design and implementation
  • Hands on experience and application of best practices for network capacity planning, network security principles, and general network management best practices
  • Demonstrated experience in overseeing the design, development, and implementation of software systems, applications, and related products
  • Strong, hands-on technical knowledge and troubleshooting of network and PC operating systems, including Windows Server 2016 & 2012 and related software
  • Excellent knowledge of telephone systems, including Polycom, Cisco, Yearlink
  • Working technical knowledge of current network hardware, protocols, and Internet standards, including ICMP, TCP, IP, HTTP, FTP, BGP and RDP
  • Extensive application support experience with Microsoft Windows, WSUS, Antivirus etc
  • Competence in the use of flowchart, data mapping tools, testing tools and procedures for voice and data circuits
  • Knowledge of applicable data privacy practices and laws

RELEVANT WORK CONDITIONS

  • On-call availability as needed
  • Sitting or standing for extended periods of time
  • Dexterity of hands and fingers to operate a computer keyboard, mouse, power tools, and to handle other computer components
  • Occasional inspection of cables in floors and ceilings
  • Lifting and transporting of moderately heavy objects, such as computers and peripherals

SALARY: Commensurate with experience

LOCATION: Lower Manhattan

HOURS: To be determined
