The NYC Criminal Justice Agency (CJA) seeks caring, enthusiastic individuals who are passionate about working with youth in the justice system.Serving as a Youth Engagement Coordinator, this individual will work with youth, aged 17 and under, who are arrested and processed in criminal court.


The Criminal Justice Agency (CJA), a non-profit organization under contract with the City of New York to provide pre-trial and research services to the courts.  In partnership with the New York City Mayor’s Office of Criminal Justice, the Criminal Justice Agency is New York City’s main pretrial services agency, combining operations, demonstration projects, and research under one roof.

CJA ‘s mission is to reduce jail overcrowding and the unnecessary detention for nearly 250,000 individuals arrested within the 5 boroughs of New York City. CJA operates programs 24 hours per day in the courts, and detention facilities in all 5 boroughs.

CJA will partner with the Mayor’s Office of Criminal Justice to expand new engagement services for adolescents who have been arrested and processed through pre- and post-arraignment stages in criminal court. Under the direction of the Borough Manager and the agency’s Senior Planner, the Youth Engagement Coordinator will support the day-to-day operations of all borough programming for individuals aged 17 and under who are processed through the criminal court system. There are four (4) positions and each will be assigned to a borough where they will oversee the borough’s data collection and work performance.


The Youth Engagement Coordinator will collaborate with the existing staff working in borough operations to implement new services targeting individuals aged 17 and under through the pre-arraignment interview process, bail expediting services and court date/warrant notification efforts. As part of the borough’s management team, the Youth Engagement Coordinator will ensure efficient and effective operations of these services through clear communication of departmental goals and performance standards to the staff. Reporting to the Borough Manager, the Youth Engagement Coordinator supports effective performance management, coordinates administrative oversight and accountability for services provided to individuals aged 17 and under in the borough.   This position will also be supervised on the areas of strategic planning, project management, and quality assurance by the Senior Planner at CJA.



  • Directly facilitates, engages and supports youth through the pre-arraignment interview process, bail expediting services, and court date/warrant notification efforts
  • Collaborates with Pretrial Associates and Shift Supervisors to develop and improve systems to support bail payment facilitation and service referrals, as well as family contact pre- and post-arraignment
  • Partners with Borough Coordinators to implement strategies that divert youth from unnecessary pretrial detention while maintaining public safety
  • Provides enhanced notification through text messaging and phone calls for youth in the community pretrial, as well as family and friends to support court preparation and attendance
  • Participates in training on building positive and healthy relationships with youth and crisis prevention and management

Planning and Problem-Solving

  • Reviews all daily reports and prepares weekly bail expediting reports on program activity to ensure efficacy and troubleshoot any issues
  • Participates in agency studies and research projects
  • Notifies Manager and Regional Director of office, facility, and IT operations. Identifies problems and solutions to ensure all adolescent services are properly maintained and implemented

Partnership Management

  • Collaborates closely with court partners including the defense bar, prosecutor offices, NYPD, Office Court of Administration, and Department of Correction staff on bail expediting and notification efforts
  • Represent CJA at national and state conferences, recruitment events, and establish/maintain good working relationships with interacting agencies
  • Participates in meetings as necessary with the Mayor’s Office of Criminal Justice and other youth-serving agencies to provide a continuum of services.
  • Other tasks as outlined by Borough Manager or Regional Director


Bachelor’s Degree, preferred with at least two years of full-time experience working with youth or young adults in a group, community, educational or institutional setting.

  • Ability to take initiative and engage in problem-solving
  • Knowledge of the NYC Criminal Justice system and/or work experience in pretrial justice is preferable
  • Excellent organizational, multitasking, communication and interpersonal skills
  • Excellent computer skills, data collection, and writing skills
